I think that individual people are more responsible for pollution than the government because many people from home recycle, or on the street are responsible for their garbage, the government is not interested in this and that is why it does nothing to reduce pollution, to put laws that help reduce materials that are harmful to the environment.
Nowadays, our environment is being damaged by polluting gases and rubbish, or in other words, by human activity. For this reason, human beings are asking themselves if this situation can be solved. To begin with, from my point of view, the government has a big responsibility for the pollution; however, the biggest responsible of this situation is the individual people. Even though the government allows an unlimited use of cars or huge polluting discharges, people have to be conscious of how much they are contaminating. Secondly, we have to think in all type of activities we do everyday from driving our car to what we throw away. Nevertheless, we are not aware of our environmental footprint. Most of the people take their car everyday, do not separate garbage in different containers or throw garbage on the floor, and this actions can not be almost controlled by the government, it is our responsibility.
Having said that, the conclusion is that the pollution is a reality which has been produced by the whole humanity. Some argued that they have no choice but to use their car, and that is one of the most popular excuses to say that this situation has to be solved by the government. Notwithstanding, there are some other habits we can change and in this way, we will be able to reduce the pollution.
For me, the goverment is the responsible for pollution. Of course you could say why? but the answer it's pretty easy actually: Imagine that we are in a game, the game has some rules in order to make it works in the best way, now imagine that there is a person that can change the rules, if the person cahnge a fundamental rule, the entire game can be afected for something good or bad. The real problem is that the better the rules, the better the game but, some players don't want to change the rules because that afected them. I actually believe that individual people produce more pollution than the government, because at the end we are more than the government, so even if the goverment starts to make something for the eviroment but the individual people don't do anything there won't be any change because the individual people consume a lot of plastic stuffs and a lot of other stufss that pollute. So, if the individual people starts to do real things for the enviroment the changes will see faster, of course the government have to make changes that help the enviroment because this isn't work just for the people or just for the government, its a work of everyone.

The responsability of taking care of pollution, climate change and the environment in general corresponds to each and any of us as individual persons, not being concious of where we come from and that we are part of the earth we step on we are the air that we breath, we are landscapes that we see, the water we drink takes us to the consequence of pollution and killing own our home little by little. I believe that we are all responsible for pollution in the world. Well, each person has an individual social responsibility that they must put into practice, and many times this is not the case. Each person can positively and negatively affect planet Earth, so it is everyone's responsibility to seek means to protect and preserve the environment. What the government must do is ensure that all citizens have the means to recycle or points where people can take their waste in an organized way, as well as enforce environmental protection laws.
The environment is the most important thing that we have since we live in it and if it runs out of house then we are going to run out of it. Both - the government creates or permits the conditions in which individuals can choose to pollute. Remember that a government is an organisation made up of individuals.
Individuals then can choose to use cheap and polluting technologies, or more expensive and less polluting technologies. A government consisting of environmentally aware individuals will most likely pass more stringent regulations, prohibiting the more polluting technologies. Individuals who are more environmentally responsible will resist the temptation to use polluting technologies even if permitted to do so by a less responsible government.

I think that mostly the goverment and the huge companies are more responsible for pollution, the ammount of damage those big companies are causing to the environment is unrepearable. We are responsable for buying their products but in order to have a significant and positive impact in the environment, the big corporations will need to implement changes and the goverment will need to control and make sure those changes happen.
I think both because the companies and the goverment make a lot of pollution in their industries, factories and the contamination of the sea for the explotation o oil and resources, and for the individual person the bad behaviour of this like throw trash in the rivers, forest or on the street, buy products that arent friendly with the earth and the most of these dont recycle
